11.1 | Quality assurance | The State Statistics Committee implements the quality management system in accordance with the international standard ISO 9001, in 2013 the State Statistics Committee conducted an external audit of the quality management system and in August of the same year the international standard ISO 9001: 2008 in the field of "Production and dissemination of official statistics" certificate of conformity was obtained. After the change in the international standard in 2015, all documents of the quality management system were redesigned in accordance with the requirements of the international standard ISO 9001: 2015. On March 9-10, 2017, the State Statistics Committee conducted an external audit of the quality management system for compliance with the requirements of the international standard ISO 9001: 2015 (certification audit) and obtained a certificate of compliance with the international standard ISO 9001: 2015 in the field of "Production and dissemination of official statistics" http://www.stat.gov.az/menu/2/quality/en/sertifikat_2015.pdf
In order to standardize the production of statistical products since 2012, "General model of statistical business process" is applied. At least once a year, seminars on GIS are organized for employees of structural units of the Office and local statistical agencies. In 2010 and 2017, the European Statistical Office (Eurostat), the United Nations Economic Commission for Europe (UNECE) and the European Free Trade Association (AATA) conducted a Global Assessment of the National Statistical System of the Republic of Azerbaijan. In addition, in 2018, a sector review of the Labour Force Survey was conducted by international experts recruited by Eurostat. The statistical system’s improvement work in accordance with the recommendations of experts is underway. |
11.2 | Quality assessment | Internal audits are carried out in all departments on the basis of the "Audit Program" approved annually. Audit teams are formed to conduct audits and an individual audit plan is approved for each department. The audit team conducts inspections in accordance with the audit plan. Internal monitoring of quality aspects in the system of the State Statistics Committee is carried out in a centralized manner by the authorized structural unit (Quality Management and Metadata) and a comprehensive analysis of the results of audits is prepared and submitted to management annually. The members of the audit team (auditors) are instructed before each audit by the auditor general, as well as through seminars organized at least once a year. The activity of the State Statistics Committee is “Quality management systems. Requirements ”meets the requirements of the international standard ISO 9001: 2015. The weakest points are the increase in the workload due to the incomplete transition to electronic documentation and the parallel paperwork, and the slow adaptation of staff to the requirements of the new standards. |

According to the "Results of the online survey on the provision of users with statistical information" conducted on 25.11.2019, 78.7% of respondents said they fully believe, 10.2% partially believe, 11.1% do not believe in the results of labour statistics. |

13.1 | Overall accuracy | The draft sample statistical survey covers all regions of the country (urban, rural). The sampling plan is based on a 1 percent ratio of the number of households in the regions. Representativeness is ensured in all regions of the country. Sampling is a two-step, random process using the SPSS software package. The efficiency (design effect) of the project is calculated on the basis ofsampling (in the first stage according to the number of households, in the second stage according to the size of the family). Quantitative and qualitative indicators are evaluated. |
13.2 | Sampling error | The statistical characteristics of the general sample on the sampling basis (average quantity, standard deviation, variance, coefficient of variation, standard error of the sample mean, stability coefficient, etc.) are calculated. As the census stations are compiled on the basis of the population census data, homogeneity is ensured according to the number of households. For this reason, there is no grouping by counting stations. In the second stage of selection, the size of households is taken as the basis for sampling. 18 | Statistical processing | |
18.1 | Source data | Preliminary data are generated through a survey of selected household members aged 15 and over on the basis of a quarterly labour force survey. The examination is carried out on the basis of two stages. The first step is to identify the counting points involved in the selection. These polling stations are selected at random within each district. The polling stations involved are updated every year. The sample size for the survey is 1 percent of the total number of households in the country as of January 1 of each year. This sample size is distributed proportionally to the cities and villages of the country's economic and administrative regions, and a selection plan is drawn up. Based on this plan, the sample number is calculated in proportion to the polling stations, and according to the determined number, households are selected in a simple random way separately for each city and village within each district. A district list of households involved in the sampling is being compiled. The list includes the area code, name, counting station number, name, surname and address of the head of the household. The rotation method is applied from the second quarter of each year. Thus, 25 percent of the sample volume is replaced with new ones every quarter. |

In this case, the average of important quantitative indicators, the median value, the error of the average, the standard deviation, the coefficient of variation, the coefficient of stability, etc. mathematical-statistical characteristics are determined. Indicators with large variations are studied separately for editing. Conditional recovery (imputation) of data released during control is carried out by appropriate methods. During the adjustment and restoration of gaps (missed indicators), the average quantity, the nearest neighbor, the regression model, etc. methods are used. Non-responding households are taken into account in the recalculation of weights. |
